When the United Nations Security Council passed its long-awaited Gaza \u201ccease-fire\u201d resolution last week, the United States wasted no time shamelessly downplaying the move<\/a>. If the scale of the slaughter in the besieged enclave\u2014and Americans\u2019\u00a0widespread<\/a>\u00a0disapproval of it\u2014had pressured Washington into abstaining from, rather than vetoing, the measure, US Ambassador Linda Thomas-Greenfield made sure to insist, falsely, that the resolution was \u201cnon-binding.<\/a>\u201d Despite its baselessness, her remark was surely heard in the war rooms of Tel Aviv and Jerusalem. Hours after the vote, Palestinians in Gaza reported an uptick in Israeli military attacks, including upon the masses who have sought\u00a0shelter<\/a>\u00a0in the Strip\u2019s southern half.<\/p>\n

In Gaza\u2019s southernmost city, Rafah, the White House\u2019s half-hearted admonitions against an Israeli ground invasion had already revealed the cruel insincerity of American diplo-speak. As\u00a0+972 Magazine<\/em>\u2019s Ruwaida Kamal Amer and Ibtisam Mahdi have\u00a0documented<\/a>, many of Rafah\u2019s 1.4 million people, nearly all of them displaced from Gaza\u2019s north, have been in Israel\u2019s crosshairs for months\u2014long enough for some to risk returning to their destroyed homes. There, they told Amer and Mahdi, they might avoid dying in tents or, if they are lucky, survive long enough to see a cease-fire.<\/p>\n

Luck, however, will not halt the killing. In a measure of the international community\u2019s desperation, America\u2019s abstention was enough to prompt some hope that, after months of failed attempts, the UN might finally find a way to restrain Israel. Palestine\u2019s Permanent Observer to the UN, Riyad Mansour, even\u00a0called<\/a>\u00a0the resolution \u201ca turning point.\u201d In reality, though, Israel\u2019s blatant disregard for its demands stripped the text of all meaning, even though\u2014unlike the\u00a0January 26<\/a>\u00a0\u201cprovisional measures\u201d ordered by the International Court of Justice\u2014it explicitly demanded a cease-fire.<\/p>\n

But that, too, was hardly groundbreaking. Unlike the resolution\u2019s other\u00a0demands<\/a>\u2014 releasing all hostages and complying with international law on detainees\u2014the \u201cimmediate cease-fire\u201d came with an expiration date; it was to last only through Ramadan, the Muslim holy month that will end in early April. Knowing this, State Department spokesperson Matthew Miller,\u00a0speaking<\/a>\u00a0to reporters on the morning of the UN vote,\u00a0offered<\/a>\u00a0a blunt assessment of the resolution\u2019s prospects. Asked by AP reporter Matt Lee if he expected Israel to cease hostilities, Miller\u00a0responded<\/a>, \u201cI do not.\u201d<\/p>\n

That, presumably, is why the US saw no need to vote down the resolution. It may also explain why the ICJ did not bother ordering a \u201ccease-fire\u201d in a March 28\u00a0addendum<\/a>, issued three days after the Security Council vote. Although the court lamented \u201cchanges in the situation\u201d since its original orders were released, the addendum\u2019s operative clauses made no mention of Israel\u2019s war on a civilian population, the indisputable driver of those changes (which now include widespread starvation).<\/p>\n

Amid the ongoing spectacle of violence, Miller saw fit to proclaim Israel\u2019s actions\u00a0in line<\/a>\u00a0with international law, a conclusion that presumably relies on the same \u201cbecause we said so\u201d\u00a0Israeli claims<\/a>\u00a0used to target hospitals, schools, media organizations, and UN facilities. Speaking to reporters a day after UN Special Rapporteur Francesca Albanese\u00a0said<\/a>\u00a0she had \u201creasonable grounds\u201d to suspect Israel of genocide, Miller\u00a0countered<\/a>\u00a0that his bosses opposed her mandate\u2014as if the US\u2019s objection was reason enough to dismiss the allegation. He then went a step further by accusing Albanese of making antisemitic comments, a deflection that echoed that of Israel\u2019s former ambassador to the US, Ron Dermer, who had\u00a0told<\/a>\u00a0NPR that accusing Israel of blocking food aid was nothing less than a \u201cblood libel.\u201d<\/p>\n

White House National Security Council spokesperson John Kirby was equally dismissive of the UN vote. Kirby\u00a0told<\/a>\u00a0reporters that the Security Council resolution, which calls for the \u201clifting of all barriers to the provision of humanitarian assistance,\u201d would have \u201cno impact at all on Israel\u201d and that there is \u201cno change in [US] policy\u201d on Gaza, a stance that directly contradicts the\u00a0collective will<\/a>\u00a0of the international community.<\/p>\n

In the end, whether that will is \u201cbinding<\/a>\u201d or not matters less than whether it is enforceable. And tragically, without US backing, it is not. Evidence of that was in ample supply in the week following the resolution\u2019s passage. As the bloody assault on Gaza continued, the Biden administration approved yet another\u00a0transfer<\/a>\u00a0of \u201cbunker-busting\u201d bombs to Israel\u2014all while\u00a0acknowledging<\/a>\u00a0that hunger among Gazans has reached a tipping point. A recent\u00a0report<\/a>\u00a0showed that mass starvation is \u201cimminent\u201d and that Gaza has more people at the\u00a0highest risk<\/a>\u00a0for starvation than Somalia had at the peak of its 1992 famine.<\/p>\n

With no indication that Israel will heed the Security Council\u2019s demands or, indeed, that it will implement the ICJ\u2019s provisional measures, holding the state accountable may fall to individual countries with the temerity to challenge Washington\u2019s example. Shortly after the Security Council vote, Colombian President Gustavo Petro\u00a0said<\/a>\u00a0he would cut ties with Israel if it refused to comply with the resolution. His admonition that others follow suit is\u00a0already gaining traction<\/a>, and many countries, including the staunchest US allies, are finding other ways to break with the Washington consensus on Israel.<\/p>\n

The fault lines may be most visible around the UN Relief and Works Agency, the only organization with the infrastructure to manage aid distribution at the scale Gaza needs. As Congress\u00a0passed<\/a>\u00a0a stopgap funding bill that included a year-long ban on UNRWA payments,\u00a0France<\/a>\u00a0joined\u00a0Australia<\/a>,\u00a0Canada, and Sweden<\/a>\u00a0in doing the opposite.<\/p>\n

In that schism may lie the larger lesson of Gaza\u2019s sacrifice. If the international community aspires to a rules-based order, it can no longer look to Washington as its arbiter. Neither can the global institutions that, for too long, have been hostage to American power.<\/p>\n
