Experts are questioning whether China\u2019s gains in green energy will be clouded by the black smoke billowing from its robust fleet of coal plants. Air pollution in China kills\u00a0<a href=\"https:\/\/www.who.int\/china\/health-topics\/air-pollution\">2 million<\/a>\u00a0a year.<\/p>\n<p style=\"text-align: left;\">On the topic of China\u2019s \u201cgreen\u201d energy boom, it\u2019s also important to note that many of the critical mineral operations key to its renewable projects are\u00a0<a href=\"https:\/\/bookshop.org\/a\/81622\/9781250322159\">harming<\/a>\u00a0workers and the environment across South America and Africa. This week, as Trump landed for talks in Beijing, the feeble US Congress\u00a0<a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/us-minerals-mafia-report-reveals-battle-china-next-industrial-era\">released a paper<\/a>\u00a0on China\u2019s \u201cmineral mafia\u201d. The report wasn\u2019t driven so much by criticism of China\u2019s practices but by imperial jealousy. China dominates critical mineral mining in Africa, and the US doesn\u2019t (but wants to). On China\u2019s intentions in Africa, the usually spot-on Jason Hickel missed the mark,\u00a0<a href=\"https:\/\/jasonhickel.substack.com\/p\/is-china-doing-colonialism-in-africa\">arguing<\/a>\u00a0that China is\u00a0<em>not<\/em>\u00a0engaging in green imperialism in Africa.<\/p>\n<p style=\"text-align: left;\">Some numbers. China controls\u00a0<a href=\"https:\/\/www.sunsirs.com\/uk\/detail_news-31400.html\">90% of Zimbabwe\u2019s lithium<\/a>\u00a0supply and over\u00a0<a href=\"https:\/\/news.mongabay.com\/2026\/01\/in-the-race-for-drcs-critical-minerals-community-forests-stand-on-the-frontline\/\">70% of the DRC\u2019s copper and cobalt mining<\/a>\u00a0(the DRC holds\u00a0<a href=\"https:\/\/worldpopulationreview.com\/country-rankings\/cobalt-reserves-by-country\">50%<\/a>\u00a0of the world\u2019s cobalt). In Zambia, China and Canada\u00a0<a href=\"https:\/\/www.canadianminingreport.com\/blog\/china-vs-the-west-who-controls-zambia-s-copper-resources\">dominate<\/a>\u00a0the copper industry. China also controls nearly\u00a0<a href=\"https:\/\/africacenter.org\/spotlight\/china-africa-critical-minerals\/\">90%<\/a>\u00a0of global critical mineral processing. While Hickel points out that Chinese-backed development loans aren\u2019t your typical \u201cstructural adjustment\u201d loans that the IMF and World Bank dole out (<em>thank God!<\/em>), many of these loans are what we call \u201cresource-backed loans.\u201d This\u00a0<a href=\"https:\/\/www.scirp.org\/journal\/paperinformation?paperid=142946\">collateral<\/a>\u00a0(often in the form of natural resources like critical minerals) ensures that China will maintain access to Africa\u2019s mineral supplies even if the countries can\u2019t repay their loans. It\u2019s a new form of forever debt, and it\u2019s\u00a0<a href=\"https:\/\/news.mongabay.com\/2020\/03\/mortgaging-the-future-report-details-risks-of-resource-backed-loans\/\">very, very bad<\/a>.<\/p>\n<p style=\"text-align: left;\">China holds\u00a0<a href=\"https:\/\/sccei.fsi.stanford.edu\/china-briefs\/how-china-collateralizes-inside-400-billion-cash-secured-lending-system\">hundreds of billions<\/a>\u00a0of dollars in these loan deals (<a href=\"https:\/\/www.gao.gov\/blog\/chinas-foreign-investments-significantly-outpace-united-states.-what-does-mean\">trillions<\/a>\u00a0globally) and today controls\u00a0<a href=\"https:\/\/afripoli.org\/chinas-role-in-africas-critical-minerals-landscape-challenges-and-key-opportunities\">one-third<\/a>\u00a0of Africa\u2019s total mineral exports. It is the\u00a0<a href=\"https:\/\/www.stimson.org\/2025\/competing-for-africas-resources-how-the-us-and-china-invest-in-critical-minerals\/\">single largest consumer<\/a>\u00a0of Africa\u2019s critical minerals, which they use in electric cars, batteries, smartphones, solar panels, weapons tech, AI chips, and basically everything. It is also the\u00a0<a href=\"https:\/\/www.iiss.org\/publications\/strategic-comments\/2024\/12\/chinese-arms-sales-in-sub-saharan-africa\/\">largest supplier of arms<\/a>\u00a0to sub-Saharan Africa, often to groups that maintain political dominance,\u00a0<a href=\"http:\/\/www.chinaafricarealstory.com\/2010\/12\/chinas-resource-backed-weapons-exports.html\">frequently coupling<\/a>\u00a0these weapons with loans.<\/p>\n<p style=\"text-align: left;\">While this isn\u2019t your old-school, violent colonialism that\u2019s ravaged Africa in the past, it\u2019s still blatant capitalist (in China\u2019s case, state-run) exploitation. This doesn\u2019t negate Western crimes, and they are plentiful (like\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2026\/4\/27\/dr-congo-to-establish-us-uae-backed-paramilitary-guard-for-mines\">recent news<\/a>\u00a0that the DRC is establishing a US-backed paramilitary to protect their mining interests). It simply recognizes that China\u2019s influence in Africa remains a form of economic imperialism\u00a0<a href=\"https:\/\/debtjustice.org.uk\/wp-content\/uploads\/2022\/08\/Colonialism-and-Debt-briefing.pdf\">(which is very much rooted in colonial policies)<\/a>. So let\u2019s call it what it is.<\/p>\n<div class=\"post_content\" style=\"text-align: left;\">\n<p>Enough about China.<\/p>\n<p>Here in the Western US, we have some big problems on the horizon. In Lake Tahoe, nearly 50,000 residents are desperately seeking a new power source. NV Energy recently told the area\u2019s supplier, Liberty Utilities, that it\u00a0<a href=\"https:\/\/www.stimson.org\/2025\/competing-for-africas-resources-how-the-us-and-china-invest-in-critical-minerals\/\">won\u2019t be selling<\/a>\u00a0electricity to them starting in May 2027. The reason? NV Energy will be supplying data centers in northern Nevada instead.<\/p>\n<p>It\u2019s not just energy. The West\u2019s water crisis is about to be turbo-charged this summer. The Colorado River is drying up, and it\u2019s about time we stopped draining it to grow alfalfa (the\u00a0<a href=\"https:\/\/coloradosun.com\/2024\/04\/04\/research-colorado-river-water-use-cherish-hamburger\/\">largest use<\/a>\u00a0of the river\u2019s water) for cattle. What this means for the West remains to be seen, but it\u2019s\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/news\/local\/arizona-water\/2026\/05\/04\/deepening-drought-leads-southwest-to-offer-more-colorado-river-cuts\/89936693007\/\">not looking good<\/a>\u00a0for a large swath of the Southwest that relies on the river. Over in Georgia, we\u00a0<a href=\"https:\/\/www.yahoo.com\/news\/articles\/data-center-drained-30-million-002000882.html\">learned<\/a>\u00a0this week that a data center there guzzled 30 million gallons of water and didn\u2019t even report or pay for it.<\/p>\n<p>Elon Musk is also not reporting to regulators in Mississippi, where the 50 \u201cmobile\u201d natural gas turbines that power his xAI data center remain\u00a0<a href=\"https:\/\/techcrunch.com\/2026\/05\/13\/musks-xai-is-running-nearly-50-gas-turbines-unchecked-at-its-mississippi-data-center\/\">completely unregulated<\/a>.<\/p>\n<p>As Elon\u2019s data center heats up Mississippi, Jeff Masters\u00a0<a href=\"https:\/\/yaleclimateconnections.org\/2026\/05\/something-startling-is-happening-in-the-gulf-of-mexico\/\">writes<\/a>\u00a0in\u00a0<em>Yale Climate Connections\u00a0<\/em>that the Gulf of Mexico is warming twice as fast as the rest of the world\u2019s oceans. This will have all sorts of impacts, but the one that ought to concern Gulf states most is that it will mean even more intense hurricanes\u2014stronger winds, heavier rains, and greater damage.<\/p>\n<p>While China mines its way through Africa, the Trump administration (with the help of the Supreme Court and complacent Democrats) is moving quickly to dig up copper at Oak Flat in Arizona. Resolution Copper\u00a0<a href=\"https:\/\/www.kjzz.org\/the-show\/2026-04-15\/resolution-copper-now-owns-oak-flat-but-apache-stronghold-leader-says-fight-will-continue\">now owns Oak Flat<\/a>, a sacred Native site, and thus far, all legal challenges to stop the mine have failed. The mine, if built, could produce as much as\u00a0<a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/oak-flat-appraisals-reveal-sweetheart-deal-to-resolution-copper-2025-04-24\/\">40 billion pounds of copper<\/a>\u00a0over the next forty years. We talk about lithium and other critical minerals, but copper may be the most crucial element for the world\u2019s electric future.<\/p>\n<p>This isn\u2019t to say lithium won\u2019t remain a booming biz, as Thea Riofrancos details in her excellent book\u00a0<a href=\"https:\/\/bookshop.org\/a\/81622\/9781324036760\"><em>Extraction<\/em><\/a>. Here at CounterPunch, we ran an insightful\u00a0<a href=\"https:\/\/www.counterpunch.org\/2026\/05\/13\/fanons-rainbow-the-lithium-under-appalachia\/\">piece<\/a>\u00a0this week on the huge lithium find in Appalachia and what it means for the future of this region, already suffering from its dark coal-mining legacy.<\/p>\n<p>In the Southwest, where there is only one operating lithium mine, that\u2019s about to change. Companies there have laid claim to over\u00a0<a href=\"https:\/\/www.kjzz.org\/the-show\/2026-05-13\/theres-a-lithium-mining-boom-coming-to-the-southwest-it-will-likely-hit-tribal-communities-hard\">100 potential deposits<\/a>, and Indigenous communities will be hit the hardest. All of this, as Johanna Hansel, Carla Samon Ros, and Wyatt Myskow\u00a0<a href=\"https:\/\/insideclimatenews.org\/news\/03052026\/america-lithium-rush-tribal-rights\/\">write<\/a>\u00a0in an eye-opening piece for\u00a0<em>Inside Climate<\/em>\u00a0<em>News<\/em>, echoes America\u2019s colonial past.<\/p>\n<p>Deep breath. That\u2019s enough depressing news for one week, and there is lots\u00a0<a href=\"https:\/\/www.hcn.org\/issues\/58-5\/the-resilience-of-the-elusive-vaquita\/\">more<\/a>, but let\u2019s wrap this up on a positive note.<\/p>\n<p>Here\u2019s one worth celebrating. Hill County, Texas, has\u00a0<a href=\"https:\/\/www.texastribune.org\/2026\/05\/12\/texas-hill-county-approves-data-center-construction-pause-ai\/\">banned all data center development for one year<\/a>. It\u2019s the first county in the Lone Star State to impose such a moratorium. The ban also highlights that the fight against data centers crosses political boundaries.\u00a0<a href=\"https:\/\/www.texascounties.net\/statistics\/presidentialelection2024.htm\">Over 80%<\/a>\u00a0of Hill County voters supported Donald Trump in 2024. A new Gallup poll this week revealed that\u00a0<a href=\"https:\/\/news.gallup.com\/poll\/709772\/americans-oppose-data-centers-area.aspx\">7 out of 10<\/a>\u00a0Americans oppose data centers in their communities. Check out Astra Taylor\u00a0<a href=\"https:\/\/www.democracynow.org\/2026\/5\/13\/astra_taylor_ai_data_centers_backlash\">talking<\/a>\u00a0about this growing resistance on\u00a0<em>Democracy Now!<\/em><\/p>\n<p>Another nice development. Richard Martens, over at\u00a0<em>YaleEnvironment360<\/em>, has an\u00a0<a href=\"https:\/\/e360.yale.edu\/features\/picayune-strand-restoration-project\">engaging piece<\/a>\u00a0on the successful effort to restore 55,000 acres of the Everglades. And here in Los Angeles, the\u00a0<a href=\"https:\/\/www.theeastsiderla.com\/neighborhoods\/glassell_park\/taylor-yard-wetland-project-advances-along-the-l-a-river-in-glassell-park\/article_2730d6fb-d469-4ad9-842e-9119e9a7e36d.html?fbclid=IwY2xjawRzCthleHRuA2FlbQIxMABicmlkETFKaFVsMXNnN2hnbVcwYVh3c3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHitrtsAWKbTASpPh_TLUIrWWMoeKTkkzitLqTfkUocXsIwQmaflD1iRThpyn_aem_ygdukyVvFSNKL4_K21t54g\">Bowtie Project<\/a>\u00a0has broken ground to recreate a 3.2-acre wetland along the LA River. It\u2019s not much, but every bit counts.<\/p>\n<p>Lastly, also in California, the world\u2019s oldest oak has\u00a0<a href=\"https:\/\/www.sfgate.com\/california\/article\/oldest-oak-protection-22255349.php\">secured protection<\/a>. Palmer\u2019s oak in Jurupa Valley is estimated to be at least 13,000 years old, making it one of the oldest living plants on earth. A massive development was set to encroach on the tree, raising concerns that it could imperil the ancient oak by reducing its water supply.
