The past five years have not been easy for the people of the Pacific. COVID restrictions disrupted tourism and upended supply chains, while global fuel\u00a0shocks<\/a>\u00a0raised prices and hit island economies hard.<\/p>\n

The region relies on\u00a0expensive imports<\/a>\u00a0of fossil fuels, as domestic sources are largely lacking. Some nations spend\u00a0up to 25%<\/a>\u00a0of their GDP on securing fuel, even before this year\u2019s price spikes.<\/p>\n

In recent months, authorities in the\u00a0Marshall Islands<\/a>\u00a0and\u00a0Tuvalu<\/a>\u00a0announced emergency measures to conserve fuel. Fiji\u2019s main energy provider has\u00a0warned<\/a>\u00a0electricity rationing is now a possibility, and the Samoan government is\u00a0considering<\/a>\u00a0school closures to save fuel.<\/p>\n

News of a peace deal between the United States and Iran has\u00a0been welcomed<\/a>. But even if the deal holds, it\u2019s unlikely to lead to quick relief.<\/p>\n

In May, the region\u2019s leaders took a rare\u00a0collective step<\/a>\u00a0by invoking the\u00a0Biketawa Declaration<\/a>\u00a0by consensus. It means governments are united in their response to the ongoing fuel crisis.<\/p>\n

Why is this significant?<\/h2>\n

Pacific leaders formalised this declaration in 2000 at the Biketawa Islet in Kiribati as a way to collectively respond to major regional challenges such as conflict.<\/p>\n

The declaration paved the way for the long-running\u00a0Regional Assistance Mission to Solomon Islands<\/a>\u00a0(2003\u201317) during a period of conflict, and the Pacific Regional Assistance Mission to Nauru (2006\u201309) during an economic crisis.<\/p>\n

Over time, it has been drawn on to manage the region\u2019s security more broadly, including\u00a0environmental and social threats<\/a>.<\/p>\n

Most recently, the declaration enabled a regional response to the COVID pandemic, allowing transport of vaccines and other medical equipment to Pacific countries during lockdown periods.<\/p>\n

This year\u2019s fuel crisis has affected the entire region. As Pacific Islands Forum Secretary General Baron Waqa\u00a0recently warned<\/a>, the region is \u201chighly exposed to external shocks\u201d. He said the fuel crisis is:<\/p>\n

beginning to intersect across Pacific economies, with direct implications on essential services, connectivity, economic resilience and the livelihoods of our people<\/p>\n<\/blockquote>\n

The first step has been to establish a\u00a0regional response mechanism<\/a>\u00a0to the fuel crisis, encouraging better coordination between nations.<\/p>\n

An unequal crisis<\/h2>\n

The fuel crisis poses a bigger challenge to Pacific Island countries than many other nations. Almost all the region\u2019s fuel is imported\u00a0from a handful<\/a>\u00a0of East Asian countries, where it is refined. These countries were in turn highly reliant on oil from the Middle East \u2013 80% of the crude oil processed in refineries\u00a0was transported<\/a>\u00a0via the Strait of Hormuz.<\/p>\n

The full impact of the Iran war has not yet washed through. Tankers in transit before the Hormuz closure have continued to make deliveries, while support from donors such as\u00a0Australia<\/a>\u00a0has helped some countries manage what has, so far, mostly been a price shock.<\/p>\n

Nations such as Fiji had healthy fuel reserves before this year\u2019s fuel crisis.<\/p>\n

But others had very little buffer, from about a month\u2019s supply (Tonga<\/a>,\u00a0Cook Islands<\/a>\u00a0and\u00a0Tuvalu<\/a>) to even less (Kiribati<\/a>).<\/p>\n

Maintaining fuel storage facilities in difficult environmental conditions is an\u00a0ongoing challenge<\/a>\u00a0for many nations.<\/p>\n

What now?<\/h2>\n

It\u2019s an uncertain time for the Pacific. The Iran peace deal \u2014 if it holds \u2014 may mean more oil products can flow. But damage to energy infrastructure will take time to repair. Insurance premiums and food prices may stay high for some time.<\/p>\n

Pacific foreign ministers have\u00a0left open<\/a>\u00a0the possibility of more direct measures if fuel security isn\u2019t assured. These haven\u2019t been determined, but joint purchases of fuel could be on the table if political and practical challenges can be overcome.<\/p>\n

Australia has\u00a0indicated<\/a>\u00a0its priority is to monitor the situation in the Pacific and engage with\u00a0Pacific partners<\/a>. In a recent round of \u201cfuel diplomacy\u201d in Asian markets, Australia\u00a0called<\/a>\u00a0for continued attention to the Pacific\u2019s unique energy security needs.<\/p>\n

But difficult choices lie ahead.<\/p>\n

Access to affordable, reliable energy is one of the world\u2019s\u00a0sustainable development goals<\/a>, and Pacific communities deserve no less.<\/p>\n

The region and its partners will need to find a way to respond to the immediate crisis without worsening the longer-term and much larger threat posed by climate change.<\/p>\n

Before this year\u2019s crisis, many leaders\u00a0were focused<\/a>\u00a0on reducing fossil fuel imports and boosting energy self-reliance through renewables. The goal was to be the first region to run on 100% renewables.<\/p>\n

Fuel security is the most pressing problem today. But the broader goal is still clear. Pacific energy ministers recently\u00a0reaffirmed<\/a>\u00a0the goal of a 100% renewable energy future and agreed to accelerate the rollout.<\/p>\n

The world\u2019s continued reliance on fossil fuels created the conditions for both crises. Only reducing the world\u2019s reliance on fossil fuels will solve them.<\/p>\n
