The educational system and the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">media were then used to disseminate a popularized version of the ide-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ology to the masses.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The architects of this ideological program hoped to create a new<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">form of depoliticized Turkish-Islamic culture that would reunify soci-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ety and provide the basis for a uni\ufb01ed, strong, and stable state. The syn-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">thesis, however, sent an ambiguous message. On one hand, under the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">1982 constitution, Turkey was de\ufb01ned as a secular state. On the other<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">hand, the role of religion was strengthened in schools and education as<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">a means of reinforcing Turkish nationalism, which tended to weaken<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the emphasis on secularism. At the same time, it provided opportuni-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ties for the Islamists to expand and reinforce their own message.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The Impact of the \u00d6zal Reforms<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The economic and political reforms carried out under Prime Minister<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Turgut \u00d6zal in the mid-1980s also contributed to strengthening the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">role of Islamic groups. The reforms weakened the state\u2019s control over<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the economy and created a new class of entrepreneurs and capitalists<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">in the provincial towns of Anatolia, including Denizli, Gaziantep, and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Kahramanmara<\/span><span dir=\"ltr\" role=\"presentation\">\u00fa<\/span><span dir=\"ltr\" role=\"presentation\">. The economic upswing created a new middle class\u2014<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the so-called \u201cAnatolian bourgeoisie\u201d\u2014with strong roots in Islamic<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">culture. This group favors liberal economic policies and a reduction of<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the role of the state in the economic and social spheres. In the 1990s, it supported the Welfare Party.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Today, it is one of the core constituencies backing the AKP.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">\u00d6zal\u2019s reforms also resulted in an in\ufb02ow of capital, much of it<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">from the Arab world. This allowed the Islamists to organize politically.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Under \u00d6zal\u2019s more tolerant approach to religion, Muslim groups and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">brotherhoods were given greater freedoms and were allowed to \ufb01nance<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the construction of private schools and universities. The reforms also<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">opened up greater political space for new political groups\u2014including<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the Islamists. Islamist groups gained access to important media outlets<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">and newspaper chains, which allowed them to reach a much broader<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">political audience.<\/span><span dir=\"ltr\" role=\"presentation\">14<\/span> <span dir=\"ltr\" role=\"presentation\">Television, in particular, provided an important<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">means of propagating their message.<\/span><span dir=\"ltr\" role=\"presentation\">15<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Demographic changes also had an impact. The industrial and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">modernization policies pursued by successive Turkish governments led<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">to a large-scale in\ufb02ux of the rural population into the cities. These<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">rural migrants brought with them their traditional habits, beliefs, and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">customs. Uprooted and alienated, many lived in makeshift shanty-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">towns (<\/span><span dir=\"ltr\" role=\"presentation\">gecekondu mahallesi<\/span><span dir=\"ltr\" role=\"presentation\">) on the outskirts of large cities and were<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">not integrated into urban culture. They represented an important pool<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">of potential voters for Islamic parties opposed to Westernization and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the forces of globalization, such as the series of Erbakan\u2019s<\/span> <span dir=\"ltr\" role=\"presentation\">Milli G\u00f6r\u00fc\u015f<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">parties (see below). At the same time, the large in\ufb02ux of migrants con-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">tributed to an internal \u201cclash of civilizations.\u201d The two Turkeys\u2014one<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">secular and urban, the other rural and pious\u2014were brought into closer<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">proximity with one another, exacerbating social tensions.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">In many ways, \u00d6zal embodied these clashing traditions. A<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Western-trained technocrat who had worked for the World Bank, he<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">was also a supporter of the Nak<\/span><span dir=\"ltr\" role=\"presentation\">\u00fa<\/span><span dir=\"ltr\" role=\"presentation\">ibendi order and had been associated<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">with Erbakan\u2019s National Salvation Party before founding the Mother-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">land Party (<\/span><span dir=\"ltr\" role=\"presentation\">Anavatan Partisi<\/span> <span dir=\"ltr\" role=\"presentation\">(ANAP)) in 1983. He thus bridged the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">14<\/span> <span dir=\"ltr\" role=\"presentation\">\u00f9<\/span><span dir=\"ltr\" role=\"presentation\">erif Mardin has pointed to the important role played by the expansion of the media in<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">propagating the \u201cIslamic voice\u201d and contributing to the rise of Islamic political parties. See<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Mardin, \u201cTurkish Islamic Exceptionalism Yesterday and Today,\u201d p. 157.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">15<\/span> <span dir=\"ltr\" role=\"presentation\">Until 1989, Turkey had only one television channel, the state-run TRT. The \ufb01rst religiously<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">oriented channels began to emerge in 1993 and were linked to the G\u00fclen movement.<\/span><\/p>\n<div class=\"endOfContent\"><\/div>\n<\/div>\n<\/div>\n<div class=\"page\" role=\"region\" data-page-number=\"10\" data-l10n-id=\"pdfjs-page-landmark\" data-l10n-args=\"{&quot;page&quot;:10}\" aria-label=\"Page \u206810\u2069\" data-loaded=\"true\">\n<div class=\"canvasWrapper\"><\/div>\n<div class=\"textLayer\" style=\"text-align: left;\" tabindex=\"0\" data-main-rotation=\"0\"><span dir=\"ltr\" role=\"presentation\">40<\/span> <span dir=\"ltr\" role=\"presentation\">The Rise of Political Islam in Turkey<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">secular-Islamic divide. As Henri Barkey noted, \u201cHe was as comfortable<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">with Western leaders as in a mosque.\u201d<\/span><span dir=\"ltr\" role=\"presentation\">16<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The Rise of the Religious Right<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">These economic and social changes contributed to an upsurge in the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">political strength of Islamic political groups in the 1970s and 1980s.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Its \ufb01rst independent political expression was the establishment of the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">National Order Party (MNP) in January 1970. The MNP was the \ufb01rst<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">of several Islamic parties led by Necmettin Erbakan. It advocated a<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">new economic and social order based on \u201cnational\u201d (read Islamic) prin-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ciples. However, the MNP\u2019s existence was short-lived. The party was<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">shut down after a military intervention in 1971 on the grounds that it<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">was against the secular nature of the state.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The founders of the MNP and its successors came out of the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">National View (<\/span><span dir=\"ltr\" role=\"presentation\">Milli G\u00f6r\u00fc\u015f<\/span><span dir=\"ltr\" role=\"presentation\">) movement,<\/span><span dir=\"ltr\" role=\"presentation\">17<\/span> <span dir=\"ltr\" role=\"presentation\">whose leaders sought a return<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">to traditional values and institutions. They regarded the Kemalist<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">attempt to replace the Islamic-Ottoman state and culture with a West-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ern model as a historic mistake and the source of all the ills in Turkish<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">society. Their goal was to build a \u201cnational (Islamic) order\u201d and put<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">an end to the process of Westernization.<\/span><span dir=\"ltr\" role=\"presentation\">18<\/span> <span dir=\"ltr\" role=\"presentation\">They saw Turkey\u2019s identity<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">and future closely linked with the Muslim world, rather than with the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">West.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The National Salvation Party (<\/span><span dir=\"ltr\" role=\"presentation\">Milli Selamet Partisi<\/span> <span dir=\"ltr\" role=\"presentation\">(MSP)) was<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">founded in October 1972. Like the MNP, which was closed in May<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">1971, the MSP fused Islam and Turkish nationalism. The MSP\u2019s slogan<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">was \u201cA Great Turkey Once Again\u201d (\u201c<\/span><span dir=\"ltr\" role=\"presentation\">Yeniden B\u00fcy\u00fck T\u00fcrkiye\u201d<\/span><span dir=\"ltr\" role=\"presentation\">). In place of ties to the West, the MSP favored<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the creation of a Muslim Common Market, with the Islamic<\/span> <span dir=\"ltr\" role=\"presentation\">dinar<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">as its common currency, and the development of a Muslim Defense<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Alliance.<\/span><span dir=\"ltr\" role=\"presentation\">19<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The MSP was a coalition of di\ufb00erent Islamic and conservative<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">groups. While the party\u2019s leader, Necmettin Erbakan, maintained tight<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">political control, there were con\ufb02icts from the outset among the di\ufb00er-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ent groups and religious orders over the party\u2019s political orientation, as<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">well as over Erbakan\u2019s authoritarian leadership style.<\/span> <span dir=\"ltr\" role=\"presentation\">20<\/span> <span dir=\"ltr\" role=\"presentation\">These political<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">and ideological divisions became more pronounced after Erbakan\u2019s ill-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">fated tenure as prime minister (1996\u20131997) and eventually resulted in<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the split in the movement in 2001 that gave rise to the AKP.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">In the 1970s, the MSP established itself as an important actor in<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Turkish political life. It gained third place in the 1973 election, with 12<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">percent of the vote and 11 percent of the seats in parliament. Erbakan<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">formed a coalition government with the CHP, becoming deputy prime<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">minister under B\u00fclent Ecevit. After the coalition collapsed, the MSP<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">joined the National Front governments headed by S\u00fcleyman Demirel<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">in 1975 and 1977.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">After the military coup in 1980, the MSP was closed down, and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Erbakan and his lieutenants were banned from political activities for<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ten years. However, the party reemerged in 1983 under a new name\u2014<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the Welfare Party (<\/span><span dir=\"ltr\" role=\"presentation\">Refah Partisi<\/span> <span dir=\"ltr\" role=\"presentation\">(RP)). As<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">a result, the religious right was not represented as a separate party<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">in parliament during the 1980s. Many of Welfare\u2019s adherents joined<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">\u00d6zal\u2019s Motherland Party (ANAP), which brought together religious<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">and bureaucratic secular conservatives under one roof, siphoning o\ufb00<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">support from the religious right that otherwise would have gone to<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Welfare.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Political Islam in Power: The Welfare Interlude<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Political Islam witnessed a strong resurgence in the early 1990s. In the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">March 1994 local elections, the Welfare Party received 19 percent of<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the vote and won the mayor\u2019s o\ufb03ce in 28 municipalities, including<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Turkey\u2019s two largest cities, Istanbul and Ankara. In the 1995 national<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">elections, Welfare came in \ufb01rst with 21.6 percent of the vote and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">formed a coalition with the right-of-center True Path Party (the succes-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">sor to Demirel\u2019s Justice Party), with Erbakan as prime minister. Wel-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">fare\u2019s stunning victory sent shock waves throughout the secular estab-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">lishment, especially the military. For the \ufb01rst time since the founding<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">of the Turkish Republic in 1923, Turkey was run by an Islamist party,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">with an Islamist prime minister.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Several factors contributed to Welfare\u2019s strong showing. Perhaps<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">most important was a shift in Welfare\u2019s political agenda, which put<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">stronger emphasis on social issues rather than religious themes.<\/span> <span dir=\"ltr\" role=\"presentation\">21<\/span> <span dir=\"ltr\" role=\"presentation\">This<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">allowed Welfare to broaden its appeal beyond the hard-core religious<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">right. At the same time, Welfare\u2019s populist but catchy Just Order pro-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">21<\/span> <span dir=\"ltr\" role=\"presentation\">Da<\/span><span dir=\"ltr\" role=\"presentation\">\u00f7<\/span><span dir=\"ltr\" role=\"presentation\">i, \u201cTransformation of Islamic Political Identity,\u201d p. 25.<\/span><\/p>\n<div class=\"endOfContent\"><\/div>\n<\/div>\n<\/div>\n<div class=\"page\" role=\"region\" data-page-number=\"13\" data-l10n-id=\"pdfjs-page-landmark\" data-l10n-args=\"{&quot;page&quot;:13}\" aria-label=\"Page \u206813\u2069\" data-loaded=\"true\">\n<div class=\"canvasWrapper\"><\/div>\n<div class=\"textLayer\" style=\"text-align: left;\" tabindex=\"0\" data-main-rotation=\"0\"><span dir=\"ltr\" role=\"presentation\">The Rise of Political Islam in Turkey<\/span> <span dir=\"ltr\" role=\"presentation\">43<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">gram allowed it to gain important support among the urban poor who<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">traditionally had voted for the CHP.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Welfare was the best organized of all the political parties, with a<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">legion of devout Muslims, especially women, who did volunteer work<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">for the party and provided a network of social-welfare help to the poor.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The party\u2019s grassroots network was extremely e\ufb00ective, working in the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">gecekondu<\/span> <span dir=\"ltr\" role=\"presentation\">and other poor urban areas, helping residents to \ufb01nd jobs,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">providing hospital and health care, distributing free food, and provid-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ing other social amenities.<\/span> <span dir=\"ltr\" role=\"presentation\">22<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Welfare also bene\ufb01ted from a strong anti-Western backlash gen-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">erated by the EU\u2019s rejection of Turkey\u2019s membership application at its<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">December 1989 summit, which was seen by many Turks as motivated<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">by cultural and religious biases, as well as by the West\u2019s failure to stop<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the killing of Muslims in Bosnia. The increasing disappointment with<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the West gave resonance to Welfare\u2019s strong anti-Western rhetoric.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">However, once in o\ufb03ce, Welfare showed little capacity for<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">addressing Turkey\u2019s mounting domestic problems. Erbakan found it<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">di\ufb03cult to balance his anti-system campaign rhetoric with the need to<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">consider the interests of the secular establishment, which was highly<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">suspicious of his political goals, as well as of his commitment to democ-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">racy. Instead of pursuing policies designed to reduce social tensions,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Erbakan further polarized Turkish society along secular-Islamic lines.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">He angered hard-core Islamist supporters by accepting a customs union<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">with the EU and continuing to honor treaties with Israel that he had<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">promised to annul. At the same time, he in\ufb02amed the secular establish-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ment by saying that rectors of universities would have to kiss the hands<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">of female students wearing headscarves (the wearing of headscarves was<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">forbidden in universities) and threatening to build a mosque in Taksim<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Square, a major public transportation hub in the heart of Istanbul.<\/span> <span dir=\"ltr\" role=\"presentation\">23<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">22<\/span> <span dir=\"ltr\" role=\"presentation\">On Welfare\u2019s grassroots organization, see in particular Jenny B. However,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">rather than intervening directly, as it had in 1960, 1971, and 1980,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the military used more-subtle and indirect methods to force Erbakan\u2019s<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ouster. On February 28, 1997, the National Security Council\u2014which<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">was dominated by the military\u2014presented Erbakan with a list of rec-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ommendations to curb anti-secular activity.<\/span> <span dir=\"ltr\" role=\"presentation\">24<\/span> <span dir=\"ltr\" role=\"presentation\">When Erbakan balked at<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">implementing the recommendations, the military held a series of brief-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ings and mobilized the secular establishment against him, eventually<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">forcing him to resign in June 1997 in what has been termed a \u201csilent\u201d<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">or \u201cpost-modern\u201d coup. In January 1998, the Welfare Party was closed<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">down, and Erbakan and his key lieutenants were banned from politics<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">for \ufb01ve years.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The Impact of the February 28 Process<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The \u201cFebruary 28 process,\u201d as the military\u2019s e\ufb00ort to force Erbakan\u2019s<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">resignation is termed in Turkey, was an important political watershed.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">It marked the abandonment of the idea that religion could be used to<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">consolidate society, which had been at the root of the Turkish-Islamic<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">synthesis. Many members of the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Islamist movement concluded that the only way the Islamists could<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">succeed was by avoiding a direct confrontation with the secularists and<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">deemphasizing the religious agenda.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">This recognition sparked an intense internal debate and rethink-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ing within the Islamic movement about the movement\u2019s future politi-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">cal strategy and agenda, and a growing philosophical and political rift<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">emerged within the movement between two di\ufb00erent groups. The \u201ctra-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ditionalists\u201d (<\/span><span dir=\"ltr\" role=\"presentation\">Gelenek\u00e7iler<\/span><span dir=\"ltr\" role=\"presentation\">), centered on Erbakan and his chief lieuten-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ant, Recai Kutan, opposed any serious change in approach or policy,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">while a younger group of \u201cmodernists,\u201d or \u201creformists\u201d (<\/span><span dir=\"ltr\" role=\"presentation\">Yenilik\u00e7iler<\/span><span dir=\"ltr\" role=\"presentation\">), led<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">by Recep Tayyip Erdo<\/span><span dir=\"ltr\" role=\"presentation\">\u00f7<\/span><span dir=\"ltr\" role=\"presentation\">an, the mayor of Istanbul, and his close associ-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ate Abdullah G\u00fcl, argued that the party needed to rethink its approach<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">to a number of fundamental issues, particularly democracy, human<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">rights, and relations with the West. The reformists also opposed Erba-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">kan\u2019s authoritarian leadership style and called for greater inner-party<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">democracy.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">The in\ufb02uence of this internal debate was re\ufb02ected in the platform<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">of the Virtue Party (<\/span><span dir=\"ltr\" role=\"presentation\">Fazilet Partisi<\/span> <span dir=\"ltr\" role=\"presentation\">(FP)), which replaced the Welfare<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Party. However, while Virtue was Welfare\u2019s successor, it di\ufb00ered in a<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">number of important respects. Unlike Welfare, which was ideologi-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">cally hostile to the West and Westernization, Virtue began to embrace<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Western political values. In short, anti-Westernism and suspicion of the<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">West were no longer a hallmark of Islamist discourse.<\/span> <span dir=\"ltr\" role=\"presentation\">25<\/span> <span dir=\"ltr\" role=\"presentation\">A timeline of<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the religious-right parties is shown in Figure 3.1.<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">After the Virtue Party was shut down by the Constitutional Court<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">in June 2001, the movement formally split. The traditionalists estab-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">lished the Felicity Party (<\/span><span dir=\"ltr\" role=\"presentation\">Saadet Partisi<\/span> <span dir=\"ltr\" role=\"presentation\">(SP)), under the formal leader-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ship of Recai Kutan, with Erbakan exerting the real leadership behind<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the scenes. The modernists founded a new party, the AKP, with Erdogan as party chairman,this split represented a fundamental ideological<br \/>\nrift in the Milli G\u00f6r\u00fc\u015f movement.<\/span><\/div>\n<div class=\"textLayer\" style=\"text-align: left;\" tabindex=\"0\" data-main-rotation=\"0\"><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">25<\/span> <span dir=\"ltr\" role=\"presentation\">This shift was symbolized by Virtue\u2019s decision to take Welfare\u2019s closure and Erbakan\u2019s ban<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">from politics to the European Court of Human Rights (ECHR). As Ihsan Da<\/span><span dir=\"ltr\" role=\"presentation\">\u00f7<\/span><span dir=\"ltr\" role=\"presentation\">i has noted,<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">the decision to seek justice in Europe was particularly ironic in light of Erbakan\u2019s past sting-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ing criticism of Europe as unjust, exploitative, and imperialistic.
